The planning process was the core of the Study methodology. All the information about the land itself from the landscape, environmental and engineering studies was assimilated to be the basis of the first draft plans.

The demographic studies provided the basic data about the size and characteristics of the possible future population.

The policies of Government agencies and the expectations of the owners and residents of land in the area were analysed.

A set of objectives for any satisfactory plan at this scale were defined. New concepts were introduced for urban structures, innovative ways of managing rural land as well as techniques to integrate land uses into a coherent suburban design.

Draft plans were drawn up, tested, reviewed and recalculated until a basic plan was evolved that best met the objectives.

This was further refined to make sure that it could be staged in such a way as to provide a delightful place to live and work for residents at each stage in the growth of the area.

As a result of this work, the Structure Plan is

  • functionally sound
  • aesthetically pleasing
  • environmentally and economically sustainable
  • consistent with official policies
